History of Kerala Secretariat Employees Association

"Organizational set up of the Secretariat Employees dates back to 1920's. Then it was the Travancore Secretariat Association, with the Diwan as Chief Patron, Chief Secretary, the ex-officio President. Conducting ceremonial functions in connection with the birthday of the Maharaja, farewell of Diwan, annual day of the Secretariat and submission of memoranda, were the activities. Independent activities commenced from1953 with an elected President from among the employees. In 1954 it assumed the title Travancore - Cochin Secretariat Association. Travancore - Cochin Secretariat Association was constituted with a committee having a member each from departments, General Administration, Law and Finance. Narayanan Nair and Appukkuttan Nair were elected the President and Secretary. When the first communist Government headed by Com:EMS came to power on 5 April 1957, Common Service Rules, based on Article 309 of the Constitution of India came into operation from 17 December 1958. Immediately after the formation of NGO Union, in a conference at Thrissur on 27-28 October 1962, employee's union emerged themselves in almost all sections of working class. Two leaders of the Travancore - Cochin Secretariat Association, Appukuttan Nair and C.J.Joseph were placed under suspension by Pattom A Thanupillai Government in 1960, on the allegation of them having been noticed in a Left Front meeting at Peroorkada, Thiruvananthapuram. Later they were transferred from the Government Secretariat to Local Fund Audit Department by way of punishment.In 1967, EMS Government issued orders, reposting them in Government Secretariat and cancelled the disciplinary proceedings initiated against them. Later Travancore – Cochin Secretariat Association became Kerala Secretariat Association.

 

A co-ordination committee for the collective bargaining and action for the rights of the workman, was constituted on 24 May 1966. The Kerala Secretariat Association having withdrawn from the co-ordination committee, the employees of the Secretariat formed a united forum in the Secretariat to participate in the strike in front of Government Secretariat called for from 31 October onwards. On 22 December 1966, a fast was organized in front of the Secretariat which was inaugurated by the General Secretary of NGO Union. For joining the strike, 69 employees including 7 women employees were placed under suspension. With renewed energy and strength, 90% of the employees in the Secretariat joined the strike from 5 June 1967 onwards. 

For the first time in Kerala, Dies Non (the day won't be reckoned) for 12 days from 10 February 1971 was imposed on the employees as a penalty for their participation in the collective action for parity of Dearness Allowance with the Central Government Employees. It was aimed as a measure to suppress the peaceful strike.

For Pay Revision, employees started an indefinite strike from January 10, 1973. As usual, the General Body of the Kerala Secretariat Association withdrew from the collective action. Consequently 60 employees resigned from the Association and joined strike. They decided to form another association to focus the rights of the employees of the Secretariat, resorting to peaceful collective action.

On 27 March 1973, 80 employees held a convention at Xavier's Annexe Hall, Thiruvananthapuram. In that convention an epoch making decision to form Kerala Secretariat Employees Union was taken. A committee consisting of 11 members with Comrade.C.J.Joseph as convener, was elected. The delegate session of the Union was organized on 8-9 April 1973 at YMCA Hall, Thiruvananthapuram. In that session, the following 15 member committee was elected.
